Castlebar Town Council has responsibility for the administration of the town of Castlebar. Castlebar Town Council works in partnership with the community, the private sector and the public sector to develop the town of Castlebar. The economic, social and cultural well-being of the people is influenced by the capacity of the local authority to deliver an extensive range of public services. It is an objective of the town council to continue to provide the maximum range of quality services to the people of the town. Castlebar is the largest retail and commercial centre in County Mayo, serving not only the surrounding residential area but also a larger catchment area covering much of County Mayo.

Castlebar Town Council as a local authority plays both a representational and operational role. There are 9 Elected Members to Castlebar Town Council. These members were elected in June 2004. In accordance with the Local Government Act 2001 elections take place every 5 years.

The functions performed by the elected members are called "reserved functions". These lay down the framework of policy under which the manager operates.

Such functions include:

• Adoption of Annual Budget
• Making or varying the Development Plan
• Adoption of Scheme of Letting priorities of Local Authority Houses
• Making, amending and revoking bye-laws
• Approval for borrowing money
• Civic Receptions and Town Twinning

The Manager, in making his decisions, must act in a way that is consistent with the policy, which has been established by the elected members while, at the same time, advising the members in relation to the performance of their reserved functions.
